本書吉論文旨在探討大學圖書館經營過程裡所引發的缺乏制度化規範的問題，經作者檢視問題根源並解析其後果，發現制度不完整將會影響大學圖書館的經營效率及未來發展，因之，以我國大學法施行細則為例，作者進一步試著提出較具前膽性的改革匆議。

The purpose of this article is to discuss the problem which occurred as results from lacking concern of the institutionalization under the process of administration in university libraries. The author examined the cause of the problem and analyzed the results in which those legal issue would influence the effectiveness and the future developments of administration in university libraries. In the conclusion, the author suggested some notes for librarians to solve those legislative problem in advance or afterward.
