目的：希望透過資訊系統的加強整合控管與警示功能，期以降低退帳率之發生。藉由前一年的資料分析後，得知退帳率為2.55%，因此改善小組將目標設定為每月病房住院治療處置費之退帳率降至1.8%以下。方法：本專案根據資訊室2010年10月至2011年9月的退帳資料，做統計分析將退帳率較高的七項治療處置費用，依全民健康保險醫療費用支付標準規範，一一整理經由資訊做整合控管及警示功能，來降低住院治療處置費之退帳問題。結果：本專案藉由資訊系統及依據全民健康保險醫療費用支付申報規範來改善退帳之問題，由過去退帳率為2.55% (6680÷262167)，經改善後已降至0.15% (359÷233583)。結論：本專案雖已達成目標，但仍無法修正到零退帳率。專案成員將再深入了解不足之處，並加強人員的訓練，以期創造出更精進的資訊帳務系統，未來能達到零退帳率，進而提升醫院營運契機。

Objective: Hope to strengthen the integration of information system’s control and alert functions in order to reduce the withdraw account rate. The analysis data from previous year indicates that the rate is 2.55%. Therefore our group set the goal cut down the monthly withdraw account rate of inpatient therapeutic treatment to 1.8% or less. Methods: This project is based on the withdrawal account information which collected by Information Center from October 2010 to September 2011, and does statistical analysis to come out the seven higher therapeutic treatment fees. Next, our group organizes the Medical Payment Standards according to National Health Insurance, and reduces the inpatient therapeutic treatment’s withdraw account rate. Results: This project is based on the information systems and medical expenses paid by the National Health Insurance which use to improve the problem of withdraw accounts. The number has decreased from 2.55% (6680 ÷ 262167) to 0.15 %( 359 ÷ 233,583). Conclusion: Although this project has reached the target, but still cannot make the withdraw account to a zero rate. Project members will go further to understand the deficiencies and strengthen personnel training in order to create a more sophisticated information billing system in the future, thus to achieve zero withdraw account rate and enhance the profits for hospital.
