產業競爭力之議題早期多將其設定等 同於國家競爭力,但在高科技具發展優勢 的國家未必有強大的國家競爭力,且國家 競爭力領先的國家其產業競爭力也未必領 先競爭力落後的國家,如台灣之國家競爭 力落後美國,但台灣之半導體產業、TFT LCD產業的競爭力卻領先美國。 為改善過去以產量或銷售量排名決定 產業競爭力的方式,工業技術研究院產業 經濟與趨勢研究中心建立產業競爭力指標 系統,結合既有產業的研究背景知識,建 構市場、技術、生產要素、經營、政策支 援等五大構面,合併25~30 個次指標進行 台灣與中國大陸、日本、韓國主要產業的 競爭力監測與跨國比較,分別透過量化資 料的次級與初級蒐集,以及質化資訊的專 家問卷與會議的舉行,歸納與收斂台、中、日、韓在該產業的強勢與弱勢表現。 太陽光電產業為台灣主力發展的產業 之一,透過本產業競爭力指標系統檢視與 分析其未來的競爭情形,提出台灣太陽光 電產業未來的發展方向與策略。 台、中、日、韓評比結果,2009 年日 本第一、中國大陸第二、台灣第三、韓國 第四。另預測2015 年日本、中國大陸產業 競爭力排名並未改變,而韓國超越台灣成 為第三,台灣則降為第四。台灣太陽光電 雖然目前在全球仍具一定地位,然面臨全 球競爭,台灣資源應精選具有比較優勢的 部分全力發展,並與其他國家建立合作關 係,提升產業競爭力。

英文摘要

In the past, industrial competitiveness was generally equated with national competitiveness. However, a country with advantages in high-technology development does not necessarily possess strong overall national competitiveness. Similarly, a country leading in national competitiveness may not have superior industrial competitiveness over other countries which lag behind it in national competitiveness. For example, Taiwan's national competitiveness is lower than that U.S.’s, but Semiconductor and TFT LCD of Taiwan's industry competitiveness are relativelymore advanced than U.S.’s. The industrial competitiveness index system developed by IEK aims to improve on past practices of determining the ranking of industrial competitiveness based on production output or volume of sales. Existing Research and information of industries are combined to construct the five indexes: market, technology, production, business operation, policy for supporting industry development. 25-30 indicators inside the system are incorporated to conduct monitoring and cross-country comparisons of industrial competitiveness of Taiwan with those of China, Japan and Korea. From the primary and secondary collection of quantitative data and Executive Opinion Research gleaned from industrial expert, as well as from specialist meetings, we are able to conclude the strengths and weaknesses of these industries in terms of performance for Taiwan, China, Japan and Korea. The photovoltaics (PV) industry is one of Taiwan's focal industry. The forecast of Taiwan’s PV industrial competitiveness are described by the industrial competitiveness index system. The results are referenced for drafting the development and plans in advance growth strategies for Taiwan's PV industry. The comparative results of Taiwan, China, Japan and Korea produce the following rankings for 2009: 1. Japan; 2. China; 3. Taiwan; 4. Korea. Furthermore, we are trying to forecast the industrial competitiveness that the rankings for Japan and China are not likely to change in 2015, whereas Korea will overtake Taiwan to rank No. 3. Although Taiwan’s solar cell industry currently occupies an important position in the world, competition on a global scale is emerging. Resources must be concentrated on the developments over which Taiwan has comparative advantages, and it is advisable to develop partnerships with other economies in order to raise the country's industrial competitiveness.
