日本經濟邁向全球化發展的同時，也面臨國內地區產業衰退的問題，因此，政府與企業如何促進地區產業技術升級與轉型乃成為重要課題。從產業群聚的持續發展角度來看，群聚內「知識型平台」的建構將有助於理解產業技術升級的過程。本文將利用此一理論基礎解析日本九州半導體產業的發展案例，藉此探討日本產業群聚的發展策略如何對當地企業與產業衰退問題提供解決之道。本研究結果可歸納出日本產業群聚發展策略的兩個重要意涵：第一，為了因應地區產業衰退問題，地區產業技術必須朝高附加價值方向轉型，持續建構當地產業群聚的差異化競爭優勢；第二，產業群聚內知識型平台其激勵學習與知識傳遞的功能及平台間競爭機制的形成，能夠促進地區中小企業進行創新與競爭，企業利用產學知識平台網絡，亦將有助於技術持續升級與轉型。更進一步地，群聚內知識型平台能夠創造知識擴散與深化的契機，而平台間競爭機制則扮演著加速知識擴散與深化的角色，兩者相輔相成，才能有效達成產業技術高附加價值化的目標。因此，為了提升產業群聚之功效，鼓勵多樣化平台組織的成立，乃有其必要性。

As the globalization of Japanese economy has triggered the recession among its regional industries, how to make upgrading or transformation of industrial technologies in regions is becoming an important issue. Based on the viewpoint of developing industrial cluster, we believe that applying the concept of building ‘Knowledge Platform’ is able to help us comprehend the process of the upgrading or transformation of industrial technology. This paper would like to further explore the strategy of Japanese industrial cluster by using the case of Kyushu semiconductor industry, so as to seek solutions for corporations to the recession of regional industries problem. The research results can be categorized into two implications for the strategy of developing Japanese industrial cluster. The first implication is that the industrial technology has to be transferred into a high value-added trend as well as achieving the differentiated advantage of existing industrial clusters. The second one is to establish knowledge platforms of diffusing knowledge so that the mechanisms of corporations’ competitions can achieve the ends of sustainable upgrading or transformation of industrial technologies. Moreover, the knowledge platforms could trigger the diffusion and the deepening of knowledge, and the mechanisms of competitions could accelerate the development of knowledge’s diffusion and infiltration. Therefore, these two factors should complement each other so as to achieve the goal of advancing industrial technology to a high value-added direction. In conclusion, to enhance the effectiveness of industry clusters, it is necessary to encourage the establishment of diverse knowledge platforms.
