對政府公部門而言,為了全面推廣綠 色車輛,除了鼓勵產業技術發展外,同時 必須進行相關基礎建設計畫。為了在最經 濟的社會成本支出下,建設對社會大眾最 有效率的綠色運輸網路,政府不能倚賴單 一技術或單一運輸方式,必須依照技術成 熟度與基礎設施建置成本,擘畫長期運輸 部門溫室氣體減量通盤規劃,據此設定 短、中、長期發展目標,配合技術獎勵措 施與稅賦制度,鼓勵多元綠色車輛技術發 展,以期同時達到節能減碳與產業升級雙 重目標。 目前台灣汽車保有量車齡10 年以上車 輛比例過高(45%),高齡車輛溫室氣體排放 問題嚴重,管理運輸部門應從此著手減碳 議題。以低油耗、低溫室氣體排放的綠色車輛取代高齡車輛,應被視為政策制定的 主要方向。 參考國外先進國家經驗與實施成效, 推廣綠色車輛技術,降低運輸部門溫室氣 體排放,建議政府除了實施各項技術獎勵 措施外,同時應透過二手車鼓勵出口、課 徵高齡車輛較高稅率或加嚴高齡車輛檢驗 制度,以期加速保有量更新,並將CO2 排 放量與稅賦分級標準連結,降低消費者持 有高污染車輛之意願。

英文摘要

For the public sector, in order to fully promote environmentally-friendly vehicles, related infrastructure projects should be carried out in addition to encouraging technological advances in the industry. In order to build a successful environmentally- friendly transportation network with a minimum of social costs, governments should not rely on one specific technology or mean of transportation, but develop a long-term plan to reduce greenhouse gas emissions based on technological innovation and taking into account budgetary constraints. Rooted in that, short-term, midterm and long-term goals can then be mapped out, and by incorporating incentives for technological innovation along with taxation policies to encourage the development of diverse environmental-friendly technology, governments can ultimately achieve the goals of reducing CO2 emission and expanding the industry. Currently the percentage of vehicles over 10 years old in use in Taiwan’s automotive market stands too high at 45%, and these aged vehicles also pose environmental problems as they have high CO2 emissions; this is precisely the area that should be targeted first in the effort to cut down carbon dioxide emissions. Policy makers should design regulations in the course of replacing aged vehicles with environmental- friendly ones that feature low fuel consumptions and lower CO2 emissions. The development of green technologies should have incentives in the short-term, midterm and long-term stages based on the present progress of green technology and the infrastructure cost involved in switching to green vehicles. In addition to incentives for advanced technology, supporting the export of second- hand vehicles, enforcing higher taxes on aged vehicles or tightening restrictions on inspection standards and CO2-related taxation are all ways to make consumers less incline to keep their old and polluting vehicles. The aforementioned measures are now widely adopted in the EU and significant, positive results have been observed. The paper ends with the policy recommendations to the government.
