科技政策論壇是科技政策形成過程中的重要機制，透過此機制可提供政策內容的溝通與共識。但常因專家意見過於分散，使得論壇功能較偏重溝通功能，而不易形成具體建議。故本文主要目的在於探討如何將科技政策論壇結果具體呈現，以做為政策擬定之參考。本研究建議的政策論壇運作可分為兩階段：將第一階段專家座談會所蒐集的專家意見經萃取、歸納、分類，設計為專家問卷；接著進行第二階段專家座談會，由此階段專家填寫問卷，以獲取對意見共識及重要性的排序。本文以厚植我國科技政策研究機制為個案，說明本文所建構的政策論壇運作方式，結果顯示，科技政策研究機制的七項專家共識議題包括：(1)為提升科技政策的效率，應強化產業前瞻與趨勢分析能力；(2)為使科技政策與國際同步，應強化制度與法規的健全；(3)科技發展的影響層面含括科技、產業、社會與人文，應強化決策準則及使決策者應具備管理者的思維；(4)為使科技資源投入獲得共識而利於推動執行，應有明確發展領域的選擇機制；(5)創新人才是科技發展的基本組成，應強化創新人才培育機制；(6)基於中小企業在科技發展上係屬資源弱勢的群體，應考量納入中小企業科技；(7)科技發展政策應以產業發展需求為發展考量。藉由研究結果，可達到政策論壇共識功能；而七項結果亦可做為未來科技政策研究機制議題之參考。

This study aims at exploring the ways to utilize the results from Technology policy forum and present the solutions for policy enactment. In this study, the process of operating a policy supporting system was divided into two stages. The opinions were discussed, transcribed, and categorized from the expert committees and the results were used to compose the expert questionnaires in the first stage. In the second stage, those experts were asked to provide more information through the inquiry of questionnaires and obtain their confirmation and importance regarding to the issues perceived. This study took the reinforcement of technology policy research mechanism as a case to explain how this system is operated. The results illustrate seven issues that were constructed and confirmed through this process which include: (1) To increase the efficiency of technology policy, we should improve the capability to reinforce industrial foresight and trend analysis; (2) To match with international evolution in technology policy, we should focus on the constitution of government system and policy; (3) The development of technology policy should comprise of the aspects from technology, industry, society and humanity and implemented the process of policy decision-making with evaluation criteria and management philosophy; (4) To facilitate the allocation of government resources, it is essential to choose a technology option for future development; (5) Skilled workforce is fundamental to technology development, thus it is important to reinforce the training of innovative skilled workers; (6) The resources of technology development in smallmedium enterprises is limited and scarce compared to other enterprises, thus it is of importance to promote the technology development for small-medium enterprises; (7) To pursue the industrial competitive advantages, the strategy of technology policy should be demand-oriented. By implementing the technology supporting system, the expert opinions were collected and confirmed. The findings were presented for technology policy research and applications in the future.
