中國大陸透過產業技術創新策略聯盟的試點推動，希望建立產、學、研合作的制度創新，進一步完善產、學、研合作的體制與機制，以協助打造產業技術創新鏈與提升產業自主創新能力。兩岸產業合作透過產業聯盟做為載體，可透過產業聯盟在政策面、市場面與產業鏈整合的功能與角色，發揮產業合作平台的優點。本研究透過中國大陸半導體照明產業技術創新戰略聯盟的個案分析，進一步瞭解中國大陸產業技術創新戰略聯盟的組成及其可發揮的功能。本研究並由目前兩岸半導體照明產業合作試點的實例中，分析聯盟可扮演的角色及其對產業合作推動落實的影響。由個案探討與產業實例中發現，透過產業聯盟進行兩岸交流雖有正面的影響，但仍有產業結構的限制及利益分配公平性的問題，除利用現有聯盟做為產業合作平台外，共同建立新的產業聯盟做為兩岸產業合作平台也是可思考的合作模式。廠商透過聯盟的中介組織，可在政策機會、產業鏈結及檢驗認證上取得資訊優勢，並透過共同參與試點工程取得實績。

Through the development of industry technology innovation strategic alliance, Chinese government would like to establish and further collaboration model between industry and academics, assisting the establishment of industry innovation chain and enhancing indogenous-innovation capabilities. Cross-strait collaboration model based on industry alliance can utilize the advantage of a development platform specifically designed for the industry, integrating policies, market trend, and industry link. This research will take current semiconductor lighting industry cross-strait collaboration as an example, analyzing the role of the industry alliance and its effect on implementation of industrial collaboration. Case study shows that industry alliance has its limitation due to industry structure and issues of benefit distribution, despite its positive effects. In addition to current industry alliance as development platform, establishing new industry alliance as cross-strait development platform is one potential option in the future. Corporations can acquire insight and information on new opportunities, industry link, and qualification through the intermediate of this new alliance, making breakthrough in joining the pilot project.
