隨著農業生產率的提高,中國大陸農 民增收的制約環節已經由生產變爲流通, 中國大陸正從政策上、資金支援等諸多方 面,積極推動現代農業電子商務流通系統 的推廣,以期改變長久以來發展相對落後 的農產品流通系統,促進農村市場的發 展。因此,電子商務在中國大陸農產品流 通中蘊含巨大商機,隨之而來的是相應理 論研究的迫切需求。但目前學術界缺少對 於中國大陸農民使用電子商務系統的影響 因素之探討,而此關乎政府相關政策是否 能有效發揮作用的關鍵,即在發展農產品 電子商務流通體系過程中的「最後一公 里」問題。 本文結合寅際的案例,較為詳細地介 紹了中國大陸農產品流通體系的發展、政 府在相關領域的推動措施,以及企業在進 軍農村市場方面的努力,並透過深入農業 大省廣西壯族自治區進行訪談、問卷調查 的方式,採用解構計畫行為理論探索影響 農民採用農產品電子商務系統行為意向的 因素。研究結論顯示,農民在使用電子商 務系統時受到主觀規範的影響最大,注重 電子商務系統所帶來的利益與效果,並且 受到使用網路銷售農產品技術條件制約。 根據上述研究結論,本文提出相應的建 議,並探索了「最後一公里」挑戰的解決 之道。

英文摘要

With the enhancement of agricultural productivity, distribution, instead of production, has become the restricted link which influences Chinese peasants on their in-comes. Chinese government is giving a lot of preferential policies and investment supports in developing the distribution system in the rural China with special focus on e-commerce. The mission is to develop the distribution charnel for agricultural products and consumption products. Based on the tremendous business opportunities in e-commerce system^ adoption in the distribution system, urgent requirement for relevant theoretical researches follow. However, the study on the factors influencing Chinese peasants on e-commerce system’s adoption is deficient,which is crucial to the efficiency of relevant policies, namely the “last mile” issue during the develop-ment of the distribution channel. In this article, an detailed introduction in conjunction with actual case is provided for the issues mentioned above and a summary of the peasant survey done in Guangxi Province is presented. The questionnaire survey explores the factors affecting peasants on e-commerce system5s adoption in agricultural products on the basis of the Decomposed Theory of Planned Behavior. The re-sult shows that the peasants,mainly affected by subjective norm and restricted by the technical factors, pay more attention to the advantages of the e-commerce system. According to the result above, some relevant suggestions and the solution to the <4last mile” issue are put forwards in this article.
