本研究藉由多個產業之案例驗證，歸 納出國際價値鏈移動模式的六大要素，並 取此六大要素的第一個字母，形成TEM-POL模型，其中包含技術成熟、擴張市 場、吸引力、利潤/成本、洗牌機會、成 型價値鏈等。當六大因素與產業生命週期 結合時，解析因素次序就與生命週期不同 階段息息相關；因此，可更容易觀測國際 價値鏈的移動重點、時機與原因。本文第 一部分將介紹TEMPOL模型與三波段價値 鏈移動分析模式。 另外，本文也運用六大要素探討國際 價値鏈移入台灣之可能，並選擇微生物發 酵保健食品素材產業做為範例。在研究流 程上，首先針對該研究產業進行價値鏈現 況描述；其次，利用TEMPOL模式分析微 生物發酵保健食品素材產業：最後，依蒐 集之證據歸納該產業屬第一波價値鏈移動 模式，故TEM成為解析價値鏈移動的重要 因素，亦為本文第二部分論述之主軸；除 此，也進行比較台灣與價値鏈移出「母 國」、台灣與價値鏈移動競爭國家之比較 利益，並且藉由比較利益的優劣勢分析， 得知台灣具有吸引力或亟待補強的關鍵因 素。

The purpose of this research is to probe the possibility of immigrating global value chains to Taiwan by means of the Six Elements Model, TEMPOL Model. The elements of the TEMPOL Model include maturarity of technology, expansion of markets, motivation, profit or cost, opportunity and leverage. The life cycle of selected industry will be identified first and then, according to the stage of cycle an industry is in, different elements of the TEMPOL Model will be applied. This research covers many industries, including Health Fermented Food Materials, Bone Joint, Wind Power, Nylon 6.6 Textile Fiber, WiMAX CPE, Fab Equipment of 450mm Wafer, LCD Multifunction Film etc. Due to the limit of space, a case study of the Health Fermented Food Materials Industry is presented herein. For the Health Fermented Food Materials Industry, we firstly describe the current status of its value chain. The driving factors for the global value chain migration will also be introduced. Secondly, the related elements of the TEMPOL Model, which afifect the movement of a value chain, will be explored. To derive policy implications for firms and the government, the attractiveness and comparative advantages for value chain immigration will also be compared between Taiwan and competitive nations. The paper ends with the recommendations to firms and the govememtn in facilitating the immigration of the value chain to Taiwan.
