中文摘要

近一二十年來資訊及通信科技發展神速,非常 明顯地改變了人們的工作形態與生活方式。就正面 而言,確實顯著地提升了工作與生活的品質; 但因 政府的某些政策不當或資源分配失衡等因素,確也 產生了數位落差。為彌平此種不公平現象,科技先 進國家皆投入資源,並提出對策,試圖縮短數位落 差,臺灣也不例外。在過去十年,我們政府有計畫 的提出縮短數位落差的策略,諸如設置數位機會中 心,從事數位教育、文化典藏及數位行銷。建立大 學生與中小學生間之數位學伴關係,以網路為平台 進行線上課業輔導。同時也招募資訊志工遠赴偏鄉 地區,教導學童及民眾電腦及網路技能,以提升其 應用資訊及通信科技的能力。以上所擧之策略,經 過多年的推動,已累積了不少具體的成果,實際上 推動的過程也深具教育的意義。

英文摘要

The rapid growth of computer and information technologies over the last two decades has led to substantial changes in our work style and daily lives. It has actually improved the quality of life and productivity at work, however, the technology revolution results in a global digital divide between the information haves and have-nots simultaneously, probably because of inappropriate government intervention or unequal resource distribution. Most technological advanced countries are fighting to close the digital divide and Taiwan is no exception. Over the past decade, Taiwan Government has made an effort to bridge the digital divide. Strategies include(a)establishment of Digital Opportunity Center (DOC), which services related to digital education, digital archive, and digital marketing,(b)digital learning partnership between undergraduate and junior high and elementary school students by using a webbased platform for online instructional consultation, and (c)recruitment of volunteers to assistant children and individuals in remote areas with computer basics and Internet access, in order to improve their computer and information technology skills. These strategies have been and continue to be implemented, and has produced many concrete results; the implementation process actually fulfils an educational purpose as well.
