中文摘要

九十年代的臺灣民粹政治與多元社會變遷牽引下的高等教育改革政策之制訂,尤其是「廣設高中大學」,造成原本的國、中小學習落差與弱勢教育竄升到各公私立大學校院。影響所及,不但國家菁英人才培育、國際化教育推廣,與國際競爭力提升政策普受阻礙,連同大學生的學習意願亦日趨低落、學習障礙衍生,同時學用落差日益擴大。對於邁向全球激烈競爭的衝擊,這是一項重大的危機。為化解此種普遍存在的高等教育與人才培育現象,本文將分析高教學習落差與弱勢教育的根源,並從闡釋高等教育的核心價值、網路世代的心靈輔導、家庭倫理功能的發揮、英語文實用能力的培養,以及透過典範建立正向態度與國際觀的途徑,培養大學生勇於擁抱夢想與務實行動,在當前困境中落實高等教育的實質功能。

英文摘要

The populism oriented political evolution and the pull and push factors of social changes in Taiwan during the 1990’s have triggered the rapid increase of colleges and universities beyond control, both of which have created the ostensible learning divide and disadvantaged education in the institutions of higher learning. Impact of this undesirable development of higher education has consequently caused the growing interdependence of learning and work in the 21st century, making the institutionalized separation of higher and further education as outdated and artificial. To resolve this education policy aiming at developing talents in the international context, the essay focuses on issues trying to empower our college students to brace for the global challenges of the 21st century. The proposals include analysis of the cause of current learning divide, learning disability on the part of the current students, clarification and implementation of the core values of higher education, enhancement of family ethics, psychological counseling for the net generation, as well as promotion of English learning outcome so as to brace for the global challenges of the 21st century with personal empowerment and proactive attitude.
