本文以1991 年在英國雪菲爾舉辦之世界大學運動會 (簡稱世大運) 為例,從成本面 和效益面探討舉辦運動賽會之影響。尤其是在賽會結束多年之後,雪菲爾的運動場館與 設施,還是有許多長期使用的效益。這些效益包括到雪菲爾觀光旅遊民眾的經濟影響, 另外,世大運的場館投資也強化了民眾對於體育運動和休閒活動的投入。其中包括了 16,000 位經常使用場館設施的運動參與者的主觀幸福感,世大運設施的活化利用也替當 地民眾節省在健康保險的支出。1991 年雪菲爾世大運的相關經驗與賽會影響,希望能提 供2017 年臺北世大運在媒體管理、規劃、政策領導和賽會投資等層面的參考。畢竟世大 運舉辦的主要目的建立永續經營概念及強化賽會影響。

英文摘要

This paper reviews relevant costs and benefits from Sheffield's hosting of the 1991 World Student Games (WSG). The intervening years allow a retrospective analysis to take place, particularly of the benefits realised by the WSG facilities, many of which are long term. These benefits include continuing economic impact from visitors to the city for events; additional major investments in sport and leisure consequent upon the WSG; the subjective wellbeing of 16,000 sports participants who regularly use WSG facilities; and the social benefits, particularly from health care savings, which sports participation in WSG facilities realise. Lessons from the Sheffield experience are identified, which may be relevant to future host cities such as Taipei in 2017. These lessons concern media management, planning, political leadership and an honesty about the primary purpose of hosting the WSG - not for the games themselves but for the longer term returns which can be achieved by WSG investments.
