合約係執行系统工程管理各項任務,及確保獲得管理階段系统績效之法定協議與關 鍵因素。鑑於此,本研究先行彙述現有合約類型;其次,基於系统需求者立場,考量競 標商之品質信譽與技術優勢基準;引用分析層级程序法之層鈒结構特性,建構最適合約 商評估模式。進而,輔以戰機性能提升爲範例,説明評估模式之應用性;同時,爲考量 專案履約變數與特定情境因素,擷取決策樹分析之序列決策特性,協助需求者選擇最適 合約類型,俾規範合約決策過程。

英文摘要

A contract is a legal agreement and key factor in implementation of tasks within system engineering management as well as in the ensuring of system performance within acquistion management phases. First, we survey and describe current contract types. From the client’s perspective, we then take into account such criteria as the bidder’s quality reputation and technical advantage. Further, we apply the specific structural property from the Analytic Hierarchy Process to build the most appropriate contractor evaluation model. Finally, fighter aircraft performance enhancement is given as an example to illustrate the applicability of our model. In order to deal with project variables and contingencies within contract execution, the sequential decisions property of the Decision Tree Analysis is used to assist clients in selecting suitable contract types. By so doing, we demonstrate the contract decision processes.
