一個可以對軍事指揮與管制過程提供決策支援的的系統,或者一個能夠提供精進指、 管能力的模擬工具(Simulator),對指揮官抑或是電腦兵棋的相關研究人員而言,一直是一 個努力達成的目標。然而其中的困難除了相關問題的高複雜性之外,對於如何累積與整理 過去相關研究的知識,以及軍事人員的實務經驗,使之能對指、管的過程作出一般化程序 (Generalized Procedure)的構建,進而延伸發展出可供模擬指、管過程的訓練,以及決策 支援系統,仍是理論研究與實務發展,兩者共同面臨且不易突破的問題。本研究結合個案 庫推理(Case-based Reasoning)及決策支援系統(Decision Support System),建構一個個 案庫決策支援系統CBDSS(Case-based Decision Support System)的架構平臺,並對指揮與 管制的過程予以一般化的定義,使本系統能作爲軍事作戰、訓練模擬的練習發展工具。

英文摘要

For a military commander, a system that can offer decision support in the process of command and control, and a tool that can provide the space in which to exercise his command and control ability, have always been ultimate goals. This is not only because of the complexity of the problem domain but also because of the difficulty in obtaining help from past knowledge. Most research in military command and control has focused on “ data fusion ’, and “ situation assessment ” to create an optimal plan or solution, with little concern in modeling how knowledge can be used as an aid for problem-solving as decision support and how new knowledge can be recorded for learning after problem solving. This paper intends to present a methodology which incorporates case-based reasoning and decision support system as an architectural platform to simulate the military Standard Operation Procedure (S.O.P.)in the decision making process of command and control. Results of implementation and evaluation of the CBDSS are also presented.
