良好的學生行為管教是維持教學活動順暢、建構優質學習環境的要素之一。我國學生行為管教制度法制化程度不足,學生行為現況有待改善。本文借鏡英國,以文獻探討、半結構式及關鍵事件訪談法蒐集資料,討論英國中小學學生行為管教制度之特色、重大管教措施之效果及有助於學生管教的因素。作者於2013年10月至2014年3月間與英國教育學者四位、教育部門官員二位及中小學教師四位進行訪談,歸納出英國中小學學生行為管教政策網絡模式。依研究發現,提出對未來研究、我國政府、學校及中小學教師的建議。

英文摘要

Appropriate student behaviour discipline is essential to efficient teaching and high quality learning environment. The legalization of student discipline measures in Taiwan is insufficient, and the status of students’ behaviour needs improved. The aim of the study was to explore the characteristics of British student discipline system, the effect of main sanctions, and the elements for efficient student behaviour discipline; literature review, document analysis, semi-unstructured and critical incident interviews were conducted as methods. From October, 2013, to March, 2014, four scholars with the profession of education policy, two officers in the department of education, and four British primary and secondary school teachers were interviewed, and the safety net of British student discipline system emerged accordingly. Suggestions for the future researches and implications for the government, schools and teachers in Taiwan were proposed as reference.
