軍義務役與志願役官、士、兵人力,各有其不同之供給來源與運用政策,亦有不同之役期與單 位成本。本研究在探討國防人力與財力之供需關係,建構在義務役人力供給與國防財力供給限制下, 人力結構的可行比例分析模式,並指出在供需失衡時,影響供給與調整需求之可控變數,提供國防部 決策當局從事人力規劃之參考。
There are different manpower polices and supply resources for voluntary and enlisted personnel in the armed forces. The voluntary and enlisted personnel have different years of commissioned service and unit cost. This study is to explore the supply and demand relations between defense manpower and budget. Therefore, we construct an optimal model under the supply of enlisted personnel and defense budget constrains. We also point out those controllable variables among the circumstance of disgquilib-rium to provide the Defense of Department a suggestion for the decision of manpower planning.
