每一個國家人力、財力資源有限，不可能將國家所有的資源皆投入於軍事之中， 平時僅使用部份的國家資源擔任國防工作，一旦國家面臨重大危難，必須發揮平時 所積蓄的戰爭潛力，而戰爭潛力的培養工作，亦就是動員工作，因此動員工作乃最 廉價、最有效率的國防工作。動員乃平時進行的戰時工作，亦戰時準備的平時工作， 國軍動員構想本「平時養兵少，戰時用兵多」的原則，達成精減常備部隊，廣儲後 備兵力之目的，以達成國家戰略爲目標，適切分配國家資源。 即使是在戰時，任何一個國家都無法將全國人力資源直接投入戰場中，必須保 留部份人力在後方從事後勤支援生產工作，本研究中針對人力資源問題，首先參考 二次大戰各國之經驗，探討各國在面臨全面作戰時人力動員的最大能量。其次，我 們所面對的最大敵人一中共，一直不願放棄以武力犯台，本研究針對中共可能武力 犯台的模式，來探討雙方可能動員之兵力能量。再其次，經由台海作戰雙方兵力之 動員能量，來探討我國現行動員制度所遭遇的問題，並提出一項將兵役與動員制度 相結合的動員制度，以致力達成「立即動員，立即作戰」之戰備目標。

Due to a limited force and financial resources there is no one country to put their all resources into the military affairs. In normal times, the part of the national resources is served to the national defense work. But when the nation faces a serious danger, they have to display fully their potential in warring accumulated in normal days. Actually, the work to cultivate the potential in warring is equivalent to the work of force mobilization. Therefore, we can say that the force mobilization is the least cost but most effective method in defense work. A force mobilization is to do a war work in normal times in preparation for a war time. The idea of the mobilization of the armed force originates from the principle 4tTo maintain and train few soldiers in normal times but use large reserve forces in war time55 for the purpose of reducing the standing army and maintaining the more reserve forces and to meet the nation’s requirement in strategy of proper national resource distribution. Even though in the war time, any one country still fails to put their forces in the war. They have to keep a part of force in the rear for logistic support and service. This study, especially in human resource, is to find the maximum power in force mobilization under the figure reference from the force mobilization of all war histories. Beside, our first enemy-Chinese Communists have a constant intention of attacking Taiwan by force. This study is for the problem caused by implementing the current mobilization system under an imitation of to criticize the current mobilization system and offers a new idea of mobilization system combining the military service system with the current mobilization for the purpose of war preparations “prompt mobilization, prompt warring”.
