本文分析探討軍事戰略之意涵及其與與兵力規劃間之相互關係，並簡介兵力 規劃的模式與美軍戰略規劃的運作機制。軍事戰略是國家戰略之一環，係以軍事 手段來達成國家戰略目標，是在國家政治目標指導下達成軍事目標。軍事戰略之 内涵可分為平時之兵力規劃與戰時之戰略構想，它是國防建軍備戰工作的重要指 導大綱。兵力規劃有多種因素需要考量，著重不同因素考量可產生多種規劃模 式，但基本上都以威脅想定為基礎。美軍戰略規劃機制是以軍事專業主義唯依 歸，聯參本部負責提出戰略規劃的建議與指導，國防部則是負責預算製作與資源分配。

This paper tries to lay out a clear picture of the definition of military strategy and force planning, and to discuss the relationship between the two important subject in the study of strategy. Military strategy has two important aspects, one deals with the use of force and the other deals with force planning. The two aspects of military strategy are not separated but deeply interweaved and need to be considered altogether to achieve a sound defense strategic planning. It is argued that a sound military strategy should seek an equilibrium between means and ends, and the strategic concept delineate the ways, which prescribe the methods to achieve the ends with the available resources. Several models of force planning are analyzed to provide a framework for further discussion of the subject. The paper also discuss American military strategic planning echanism, a somewhat clear division of labo in strategic planning between the Department of Defense and the Joint Chiefs Staff is found.
