本文旨在提出一種.「動態資訊防護決策模式」（DISDM)來達到未來資訊戰中全面性資訊安 全的目標。DISDM是以智慧型代理人(Intelligent Agent)爲核心並配合分散式的多重代理人 系統(Multi-Agents)，來整合各種自動化、彈性化資訊防護作爲，用於促進資訊戰威脅之偵 測；動態規劃各種資訊攻防技術與工具、控制及協調各資訊使用單位反應的決策、作業模 式。在DISDM中我們定義三類資訊：資訊戰鬥序列(Information Operation Sequence, IOS)、戰 場情報/ 資訊準備(Intelligence/Information Preparation, I2P)、戰場資訊損害評估(Information Damage Assessment, IDA)。在整個資訊戰涵蓋範圍内，DISDM係以資訊易損性、風險、威 脅評估之需求爲推動導向，並確認了”控制資料安全防護與反制”的目標後，以其規劃 及分析能力（包括相關知識及資訊防護的選擇能力），遂行直接/非直接威脅、決定損害、 選擇防護、資訊攻擊立體反制及安全資料庫修正等連續週期之動態防護活動。相對於現在 傳統靜態的資訊安全易損性等評估，DISDM的資訊安全更包括所有資訊的不同分類。

To achieve information superiority is the main target of today’s IW. For this, this paper proposed a Dynamic Information Security Decision Model (DISDM) to integrate the following three types of information: 1. Information combat serious 2. Intelligence/Information Preparation, I2P 3. Information Damage Assessment, IDA Using these three types of information, DISDM can automatically drive the security strategies (Least privilege, Defense-in depth, Choke point, Fail-safe stance, Default deny stance, and Diversity of defense) by using sound technical security strategies (Firewalls, High assurance guards, Authentication, Auditing, Intrusion, Encryption, and Security management). This process yields IW cost-effective security solutions.
