隨著科技的日新月異，戰爭型態亦隨之不斷改變；然無論戰術戰法如何精進，武 器系統如何進步更新，戰爭的目的都只有一個，那就是「殲滅敵有生力量，摧毁其一 切作戰能力，屈服其作戰意志，以迅速獲致徹底勝利」；而當中又以屈服敵人意志最為 重要，因為有生力量可以繼之而起，作戰能力可以有條件的恢復，惟意志之屈服足令 敵人自願息爭罷戰。故本研究以集中攻擊策略為前提，考慮軍心士氣對各標的達至預 期戰果時間之影響，利用序列效能，路徑效能觀念，以及數理規劃理論，建構多重攻 擊標的之狀況下「序列攻擊最佳化模式」並深入探討其結構性質。最後，並運用成對 比較(pairwise comparisons)的概念，提供一參數估計之簡單方法。

As technology advances at an instantaneous pace, the form of war is constantly changing as well. However, no matter how precise the military tactics and operations can be, or how innovative the weapon can be developed, the same and only objective of wars sustains, that is, “to eliminate the enemy’s lethality, destroy its combat capacity，and overpower its combat will, in order to achieve final victory in an expedient mannef,, among which, to conquer the enemy’s will is of vital significance. Lethality can be replenished and combat capacity can be conditionally recovered, whereas the conquest of will results in the enemy’s voluntary retreat from the battle. This research studies under the centralized sequential attack strategy the morale effect on the time to carry out the anticipated results of various targets. The concepts of sequential effect and path effect, and the mathematical programming theories are applied to build the optimization model of a sequential attack problem with multiple attack targets. The structural properties of the model are also discussed . Finally, the concept of pairwise comparison is used to provide a simplified method for parameter estimation.
