空軍地勤維修將維修『安全』列為首要目標，但是，現實的環境中，由人類所研發 建造的設備與設施，在操控時無法完全達到百分之百的安全，因此必須將系統的概念溶 入安全之中，整合技術與資源於整個系統壽命週期中組織起來，以防止意外事件發生。 有鑑於此，本研究引入系統安全理論至空軍AT-3機後勤維修系統，藉由系統安全分析 理論，來分析探討AT-3機後勤維修系統之安全管理要項。透過風險矩陣及危險性綜合 評估後發現風險值落於不可期待風險或中度風險較高之危害因子，可分為機工長對維修 或飛訓支援資訊獲得的殷切、切身工作環境的改善及飛機裝備維修不當肇致受損的嚴重 性。本研究不僅彙集機工長對於飛行線維修安全之風險認知程度與態度傾向，且可作為 作業風險量化之衡量指標，實為探討飛行線維修系統安全風險等級之適切度量方式，可 供飛機維修單位執行風險管理參考應用。

In terms of the Ground Maintenance of Air Force, the security of maintenance is regarded as the essential, paramount point. However it is hardly to be sure exactly safe in real workshop environment. Therefore, we are supposed to take the “whole system” concept to associate with the maintenance security, and to integrate the technology, resources into the period of the whole system life in order to prevent the happening of incidents. In view of the above, we’ll apply the System Safety Management in the following study to the Logistic Maintenance System and discuss the requisites of security management by means of this theory. Throughout the research, we obviously find that the worst hazard factor will be located between the unexpected range risk and middle range risk. Generally speaking, the improving measurements of those hazardous factors are derived from the acquisitions of maintenance techniques for MS(Master Sergeant), the zealous need of flight training supporting data, the improvements of the environment around the workshop, and the cognition of the serious damage owing to the poor maintenance as well. Those measurements are not only to show that how much MS know about the risk of the flight lines safety and what degree they recognize about the concept of maintenance security, but take it as the index of the operation risk amount as well. To research the methods of the measurement of the security risk grading, it is practically to provide the references of carrying out the risk management of Maintenance and Supply Group in Air Force.
