行政院於民國八十六年起陸續推動政府電子化與網路化計畫，將公共工程及採購等 佔有政府預算支出之大宗且具有象徵施政指標性的工作導入網際網路公開運作，相繼推 出「政府採購公告」、「電子型錄」、「電子詢報價」、「共同供應契約公告」、「電 子領投標」等系統，以期達到採購全面電子化目標，其中「電子型錄與詢報價」系統更 是此一系列系統的核心。惟行政院公共工程委員會的「電子型錄與詢報價」系統運作方 式雖較傳統人工作業方式有效率，但仍有些問題尚待解決，例如機關辦理採購並查詢相 關商品訊息時，無法獲得廠商資料庫中最新的正確資訊，進而影響整體後續採購決策的 遂行，基於此，本研究希望引進軟體代理人技術並結合XML具有文件交換的優異特性， 提出一整合現有採購系統的架構，以期解決個別系統獨立運作下資訊處理的問題，以提 高電子化採購系統效能及採購工作的行政效率。

Executive Yuan has been promoting e-govemment and Internet plan since 1997. The plan continues speeding up information application and helps achieve the goal of e-govemment. Public Construction Commission, Executive Yuan “electronic catalogue and quotation system” is a current information system which is efficient than traditional manual operation, but there are some problems to be solved. For example, while some institutions want to procure the products and inquiry the product-related information, they can’t acquire the latest and correct product-related information from the database which is synchronously updated by suppliers. It will influence all procedures on decision making. Therefore, in this paper we hope to introduce software-agent and XML standard to improve the government electronic procurement procedure efficiency.
