在各界普遍要求提昇國家競爭力與整體生產力的趨勢下,政府將「公營事業民營 化」列為重要施政目標,期公營事業於解除政策管制後,使資源做最有效的利用。在國 防部方面則同步配合進行「軍機委商修理」計畫以降低人維費成本,並輔導民間航太產 業開拓内需市場。 本研究針對空軍「軍機委商修理」方案之計畫實施單位,透過問卷調查探討員工於 民營化前對變革的認知及離職意願,回收有效問卷580份。研究结果發現: 一、 民營化過程中,若員工個人之婚姻狀況、職務階級、服務年資、工作性質等不同, 對委商民營化變革的認知會有顯著性差異;若個人屬性在服務年資與工作性質不 同,對其離職意願會有顯著性的差異。 二、 組織成員在民營化變革認知上的「權益保障」和「變革憂慮」兩構面與「離職意 願」呈現顯著相關。

英文摘要

As most of the countries of the world are trying to promote their competitive advantage and productivity, Taiwanese government considers the privatization of the public enterprises as one of its important policies and goals. It hoped that after removing the restriction of the privatization policy for the public enterprises, resources can be used more effectively. The Ministry of National Defense at the same time is implementing the Project of Entrusting Private Company for Military Aircraft Maintenance. This project does not only decrease the cost of personnel but also help the development of the private aviation industry in the local market. This study conducted a survey from the sample of an Air Force maintenance unit, which is implementing the Project of Entrusting Private Company for Military Aircraft Maintenance. Respondents were asked about their cognition and reactions toward the privatization and their turnover intention. Total of 580 usable questionnaires were returned. The findings showed that: 1. During the process of privatization, the differences of employees' marital status, job level, organizational tenure, and job type are more likely to affect their cognitions significantly. In addition, the differences of employees' organizational tenure and job type are more likely to af-fect their turnover intentions significantly. 2. Cognitions of employees' right protection and anxiety towards organizational change are significantly correlated with turnover intention.
