本研究係在糢糊不確定的環境中，分析我國國防訓儲受訓學生於評選高科技研發機 構之志向，經由理論探討、問卷調查及研究群討論歸納後，建立三個構面、十五個評量 準則，並依公、民營及產業特性將高科技研發單位區分為「中央研究院、工業技術研究 院、中山科學研究院、政府機構、民間高科技公司、研究型大學」之六類志向評選方 案，據以建立多層級、多評準之研究架構；為能呈現本研究之重心及符合研究目的，故 採用層級糊模多評準決策法（FuzzyMCDM)，針對2003年第一梯次國防訓儲受訓學生依 其專業背景與研究領域實施問卷調查，進行實證研究分析，以瞭解其偏好程度傾向，以 提供主管機關在國防訓儲制度推展時之決策參考；本研究結果以「民間高科技產業」之 平均偏好程度値最高，其次依序為「工業技術研究院」、「中央研究院」、「中山科學 研究院」、「研究型大學」，最後才是「政府機構」。

This research is to analyze those aspirations of hi-tech research institute chosen by our students serving the Mandatory Conscription served for Industries Related to National Defense, while the environment is fuzzy and uncertain. We established three aspects and fifteen evaluation criteria, through using questionnaires and theories developed by scholars. We establish a multi-layered, multiple criteria decision-making research architecture and adopt Fuzzy MCDM, base on the goal of the study. Also, for those industries chosen by 2003 first-tiers Mandatory Conscription served for Industries Related to National Defense trainees, to differentiate the industries according to their types- government or civilian based. We established six types of hi-tech research institutes, which are: Central Research Institute, Industrial Technology Research Institute, Chung-Shan Science-based Research Institute, government agencies, civilian high-tech companies, research-based university. We initiated a study of preferences of the trainees based on questionnaires. Hopefully the results can help the authorities in the decision-making of high-tech researches. The result of this study serves as a reference for researchin-stitutes and organizations. The civilian companies scored highest in the research result, the next highest are Industrial Technology Research Institute, Central Research Institute, Chung-Shan Science-based Research Institute, and Research-based University respectively. Government a-gencies scored lowest in the research. The result shows the students who participated in this research all considered civilian high-tech industry as the best choice of high-tech industry.
