大規模作戰部隊的派遣與調動,除了戰鬥人員的移動之外,還包含了各式輕、重 型武器、機具、彈藥及補給物資的運輸,而這些人員、車輛擁擠在道路上,常造成道 路的阻塞,甚則影響運輸而至貽誤戰機,因此,當大規模作戰部隊進行移動時,適切 的運輸規劃與路徑選擇是必須的。本研究針對大規模作戰部隊的運輸規劃問題進行探 討,利用1952年Wardrop所建立的使用者均衡(User Equilibrium, UE)作爲作戰部隊調 動的行爲準據,並建立最佳化模型,利用梯度投影法(Gradient Projection Method, GP) 進行求解,並針對中共可能的犯台模式,設計三個作戰想定,利用本模型及求解方法 進行交通量指派,以其結果作爲此三項作戰想定的運輸規劃決策支援,最後提出結論 與建議。

英文摘要

The large-scale military force dispatching is a very complexity problem. The operation army’ s dispatching and assignment, besides combat troop’ s migration, but also contained various types light and heavy weapon, the machines and tools, the ammunition and the military supplies commodity transportation. A suitable military transportation planning can let the large-scale troop transportation obtain a higher efficiency. This paper presents a user equilibrium traffic assignment model and a solution algorithm for large-scale military force traffic assignment and route choice problem. There are three large-scale military force dispatching scenarios provided and tested. The test results indicate that the proposed model is capable of predicting the corresponding route travel demands, travel times, and suitable alternative route suggestions. More significantly, better military transportation planning performance is possibly achieved as a result of the traffic assignment model. And the path-based traffic assignment solution algorithm (Gradient Projection Method, GP) has shown its great potentials for large scales military force dispatching operational and management purposes.
