近幾年來，台灣的城市治理在「全球化(globalization)」的影響下，與世界各主要城市競爭的目標，就是變成全球城市中的典範者，以提高城市的知名度和創造相關的經濟利益。本研究透過我國南部⼤城高雄市的發展為例，進⾏高雄市之城市治理研究，希望從政黨政治在「⺠主化」與「本⼟化」之雙重影響下，在政黨間意識形態對抗和衝突、兩岸之政治意識形態衝突等面向中，探討影響高雄市之城市治理結果。本研究以相關文獻資料進⾏政黨政治下城市治理之研究，目的在於了解(1)高雄市政黨之脈絡。(2)探討高雄市之城市治理。(3)提出城市治理轉變之觀察。本研究發現高雄市的創意城市表現具有水準之上，可供世界各國考察的典範。
