國防預算是個熱門且爭議性不斷的話題。以往相關研究主軸為探討：1.國防預算的 時間數列特性；2.國防預算與國家經濟能力之相關性。近期研究之主軸為：1.中國國防 預算之發展；2.世界主要國家的國防預算影響因素研究。 以往及近期研究的共通性均為：「期望增加國防預算以提升國家安全」， 但實際上我國國防預算占政府預算及國家經濟能力(採國内生產毛額為衡量變數)卻逐年 減少。 本研究希望能整合目.前的相關研究，試圖建構國防預算的決策模式，且以近期資料 來瞭解各個因素對國防預算的影響。本研究認為近期影響國防預算的因素為前一期國防 預算、國家經濟能力（國内生產毛額）、對岸國防預算及政治因素。利用近期資料進行迴 歸分析，亦發現我國國防預算有其延伸性，受前期國防預算影響甚為明顯，國内生產毛 額對於國防預算有正向影響，總統選舉與國防預算則有員向關係。 由於我國防預算主要受前期影響，且近期國防預算値均在一小範圍變動，故未來國 防預算將變動不大，僅有當國内生產毛額高度成長時，國防預算才可望大幅增加。

Previous literatures concerning about national defense budget focus on the time-series pattern and economic afford ability. These literatures aim to promote the national defense budget, but actual national defense budget decreases year by year. This study aims to construct an integrated model and uses current data to find out factors that influencing the scale of national defense budget. Factors being used in this research include one-period lag national defense budget, gross domestic products, political effect and mainland china's defense expense. The empirical data supports that one-period lag national defense budget has a significantly positive relation with national defense budget ； gross domestic product and political effect have positive and negative impacts on national defense budget, respectively.
