本研究以中壢區內壢里為研究個案,旨在探討如何透過公私夥伴的社區治理模式,將原本各吹一把號的分立與疏離狀況,透過社區居民與藝術營造者的共同創意,凝聚社區意識,改善社區生活環境,找回社區的認同與生命力,共同演奏出屬於自己社區的命運交響曲。 本研究途徑是社區治理(community governance),乃是企圖擺脫以國家機關為中心的治理模式而由民間自發性的社區營造活動,它是一種由下而上(bottom-up approach)的地方民主發展模式,由社區居民與非營利組織主導社區發展,解決政府效能不彰以及政策與民意脫節的問題。同時,搭配公部門公共資源的協助推動社區發展,帶出社區的總體性和相乘效果,形成公私部門互助合作的夥伴關係,是社區治理的附加價值。 我們期待:大學生的熱情朝氣可以感染里民與行政單位,內壢老社區不但永續發展、更加生氣,有朝一日還可以搖身變成藝術桃花源。

英文摘要

In this study, Chungli state Neili in the region as a case study to investigate how public-private partnerships through community governance model, the original status of each of the air separation and alienated a number of through joint creativity and artistic community who create, unite sense of community, improve community living environment, identity and vitality of the community back together to play out their own destiny symphony communities. This research approach is community governance (community governance), but an attempt to get rid of state organs as the center of governance and by private voluntary community building activities, it is a bottom-up (bottom-up approach) development of local democracy mode, the leading community development by community residents and non-profit organizations to address the effectiveness of government policy and public opinion had not been apparent and disjointed problems. Meanwhile, the public sector with the help of public resources to promote community development, with a multiplying effect and overall community, forming public-private sector partnerships mutual cooperation, is the added value of community governance. We look forward to: the enthusiasm and vitality resident. Students can infect and administrative units, within Chungli old community not only sustainable development, more angry, one day you can suddenly turn into artistic paradise.
