中文摘要

我國於民國75 年開啟建立學校專任運動教練制度的發展史,歷經20 餘年,於民國92 年修正通 過國民體育法與教育人員任用條例,使運動教練正式成為編制內教育人員,民國92 年至100 年間續 依國民體育法授權事項,訂定各級學校專任運動教練聘任管理辦法、各級學校專任運動教練職務等級 標準,及各級學校專任運動教練績效評量組織及審議準則,明定運動教練之資格、聘任程序、薪資待 遇及績效評量方式。據此,本文目的希望讀者能瞭解各級學校專任運動教練政策發展來龍去脈,法制 化後對人才培育之影響及政策未來發展。本文經彙整相關文獻後具體提出:一、強化運動教練專業知 能;二、研修不同教育階段之績效制度;三、落實體育班聘任運動教練,可做為政府後續規劃與精進 各級學校專任運動教練政策之參據。

英文摘要

Athletic Coaches at Schools system has been developed and legislated for over 20 years, and several regulations such as “Regulations Governing Employment of Full-time Athletic Coaches at Schools”, “Regulations Regarding Organization and Review of Performance Assessment of Fulltime Athletic Coaches at Schools” and so forth were enacted to clarify the process of qualification, employment, remuneration and performance for the system. This article mainly concentrated on the history of proceeding the Athletic Coaches at Schools system, as well as how such regulations influenced talents cultivating and policy development. The suggestions were as following: 1. strengthen coaches’ professions and expertise; 2. performance evaluation for athletic coaches should be amended for different levels education at schools; 3. the implementation of employing the athletic coach for each physical education class.
