位於臺北市的南港軟體園區，是經濟部工業局所謂的「南港典範」，以廠辦大樓形式的園區規劃，加上政府兩兆雙星政策的支援，讓南港軟體園區成為軟體設計與生物科技產業聚集之地。本文從政府政策的觀點出發，檢視南港軟體園區開發歷程中的政府支援，並進一步討論園區在產業聚集的基本條件下，是否具有歐陸「制度厚實」的氛圍。研究結果發現，南港軟體園區在政府政策的引導下，確實具有產業聚集的雛形，但強調地方特色、文化與信任來促進經濟發展的制度厚實現象，則因政府後續政策未能配合園區後續發展而並不存在。此外，本文認為政府對工業園區的態度，仍著眼於銷售完畢等於開發成功的既有思維，忽略了銷售後廠商間的互動關係才是工業園區持續發展的關鍵，而這部分除了廠商自發性的集體行為外，還必須靠政府的支援而這也是目前南港軟體園區所欠缺，也是本研究對政府的最大提醒。

Nangang Software Industrial Park (NSIP), the industrial park developmental paradigm, has been planned for building-office form and caused the industries agglomeration of software and biotechnology. This paper explored the development process of NSIP from the perspective of the state, which includes the analysis in creating the NSIP and the discussion on whether “institutional thickness” occurred or not. The main finding has figured out that under the policy of state’s guidance, there is certainty potential industrial cluster in NSIP. We have pointed out the state overlooked the importance of firms’ interaction and policy assistance, and therefore institutional thickness doesn’t existed. In addition, what the state should do is to promote the spontaneous cooperation of firms in the park, and it’s the most important reminding to the state.
