本文檢視1927年國民政府黨政權南京定都到1937年全面對曰抗戰之間 上海地區的都市政治與華界地區的都市空間營造。爲文首先由廿世紀初葉租 界地區的產業經濟型態變遷與華商勢力的崛起探究租界所形塑的「新國家」 中政商網絡的複雜性,同時以第一次世界大戰以降的全球經濟再結構與白銀 危機理解殖民列強在華勢力的消長、都市政治中華商權力版圖的擴張,以及 民族主義得以在華界進行社會動員的相互關係,同時將國民黨政權在華界所 大肆推動的大上海計畫的空間實踐過程予以拆解,理解都市政治與都市空間 營造之間的對應關係。 本文發現,長期的類殖民剝削下華商籍資產階級對一可擔保利益之強權 國家的期待,國民黨政權虛弱的「新國族」對華籍資產階級在聯盟關係上的 依賴共同歷史性地打造出了有特定政治任務的大上海計畫;其區位的選擇、 空間的紀念性營造,皆意圖藉由意象營造催動對發展的期待以召喚新國族的 認同,實際上本質是虛胖的金融擴張及赤字都市財政的運作,城市空間成爲 動員民族主義、不斷催化民族想像與操弄政治投機昂貴的場域,終至逐步導 向財政上的惡性循環。 因此,大上海計畫雖與南京首都計畫同爲具有中國特色之都市計畫,但 卻也具體標幟了一段泡沫化了的新國族打造過程。

英文摘要

This paper examines the correspondence between urban politics and the construction of urban space of Shanghai between 1927 and 1937. First it reviews not only the empowering process of the Chinese bourgeoisie, but also the complexity of the relationship between merchants and the state. Second, from the restructuring of global economics and the silver crises, the article analyzes the power vicissitudes within colonial powers and between urban foreign and Chinese merchants. Finally, it analyses the physical urban practices of greater Shanghai Project in terms of mobilization of nationalism in Chinese territory in order to reveal the correspondence between urban politics and the construction of physical urban spaces. The article concludes that expectations of a powerful state by the Chinese merchants, who had been under long term colonial exploitation, and the interdependence within the new State setting by Guo-ming Dong and the Chinese bourgeoisie both historically created the Greater Shanghai Project and its specific political undertakings. Regardless of its location and its spatia里 practices which together were intended to create a new identity for the new state through imagineering and expectations of development, the essence of the urban development rests in the twin processes of monetary speculation and deficit financing. Urban spaces became an expensive field for both the mobilization of nationalism and manipulation of political speculation. Finally it led to a financially vicious spiral . Thus, the Greater Shanghai Project was not only an urban planning scheme with Chinese characteristics ( like the Capital Scheme in Nanjjing ), but also clearly marked a process of creating the image of a New State.
