本文應用流域地形系統運作的幾個實例,說明直接運用防災工程技術解決相 關問題,可能將面臨的困境。未來必須要能夠建立前瞻性的觀念,設計永續的國 家或區域發展與土地利用政策,並重新調整土地利用結構、區位與利用方式。否 則更進步、更精緻、更堅實的防災技術,只能被視爲是一種通往舊目標的新手段, 問題的本質依然未改變,整體社會遭受災害的危險性並未降低,甚至災害損失的 程度也會愈來愈高。

This study discusses some problems of current geomorphic disaster mitigation methods. Despite their demonstrated failure, many administrators and engineers still adopt policies of direct confrontation with natural processes in dealing with natural hazards or other issues of the natural environment. However, this paper suggests that in the future we will be forced to acknowledge that it is more effective to manage environmental resources by further emphasizing environmental education in order to create a new relationship between humans and their environment. If this objective is not achieved, progress in the mitigation of geomorphic hazards cannot be maintained and sustainable development will remain little more than a fairy tale.This study discusses some problems of current geomorphic disaster mitigation methods.
