人才已成為全球競爭與產業轉型的關 鍵資源，但台灣人才在人口結構變遷、學 用落差、國際連結及創業動能不足等情況 下面臨斷層的危機。本研究解析台灣產生 人才斷層困境的原因，同時檢視標竿先進 國家回應人口變遷及產業轉型的人才發展 策略與措施的成功案例，做為末來1〇年台 灣人才與技能發展策略的參考。本研究以 政府提出2025年產業發展願景為基礎，勾 勒未來10年產業人才需求的情境與發展藍 圖；最後，提出台灣人才發展策略與政策 建議。

The development of talents is critical in the era of global competition and industrial transformation. However, Taiwan is facing the challenges of shortage on skills because of demography change, education employment gap, less international lin-kage and few entrepreneurship. In this paper is analyzing the causes for skills and break, and making the scenario and blueprint of skills requirement for the next decade based on emerging technology trends, direction of industrial transformation and Taiwan 2025 industrial foresight. Finally, the strategy of skills development for the next decade is proposed after benchmarking other countries, successful cases.
