我國「勞工健康保護規則」在100年1月21日大幅修訂,明確規範職業衛生護理人員(簡稱職護)的角色及資格,期望有助於職場健康之促進。本研究目的在了解職護推動職場健康促進之現況,及法規公告後職場健康促進執行之變化。本研究以問卷為工具,調查了240位參與全國事業單位護理人員學會的職護,及91位未參與學會之台南、高雄等地區的職護。本研究發現參與調查之職護大都有完成法定的訓練(97%),60%的職護在過去兩年內接受的在職教育訓練不到50小時,阻礙研習的原因最常見的是距離上課地點太遠(68%)、太忙無法參加(49%)及沒有課程訊息(44%)。職場健康促進執行的三大辦理項目分別為:健康飲食(68%)、舒壓講座及活動(63%)及減重班(63%);議題選定方法最常見為來自健康檢查結果(76%)、健康需求調查(61%)及結合衛生單位需求(58%);經費主要來源為公司(75%)及衛生所(局)(45%)。在法規修訂後的變化,較多職護感受到角色重要性(67%)及推動項目(51%)的增加;然而較多感受到沒有改變的項目是經費(64%)及職護人力(53%)。本研究顯示勞工健康保護規則的修訂有助於提升職護的角色,且對於職場健康促進的推行具有正向的影響。

英文摘要

Years ago, Labor Health Protection Regulation was amended on the date of January 21st, 2011, which explicitly normalized the role and qualifications of occupational health nurses (OHNs) in the expectation of assisting promotion of workplace health. This study aims to understand the current situations how OHNs implement workplace health promotion (WHP) and to observe the changes on implementations of WHP before and after the amendments of the regulation. This study, using questionnaire as a tool, collected information from 240 OHN members of the Taiwan Association of Occupational Health Nurses (TAOHN) and 91 OHNs from outside the association and working in the area of Tainan and Kaohsiung Cities. The results showed that 97% of OHNs have completed the OHN training but 60% of the OHNs received less than 50 hours of continuing education in the past two years. The main reasons for not being able to attend the education included long distances to reach the class (68%), busy at work (49%), and lack of course information (44%). Healthy diet (68%), stress relief (63%) and weight loss (63%) were the three most commonly seen health promotion program. The selection of topics for WHP programs most commonly came from health examination results (76%), followed by survey of health needs (61%) and cooperation with health Bureau needs (58%). Funding for WHP came primarily from company itself (75%) and the Health Bureau (45%). For the changes after the amendments of the regulation, the majority of OHNs reported increase in the importance of their professional role, (67%) and the quantity of WHP programs (51%), while the majority of OHNs reported no changes on the budget (64%) and the OHN manpower (51%). This study revealed that the amendments of the Labor Health Protection Regulation helped advance OHN roles in the workplace and showed positive influence on the implementation of WHP.
