圖書館法係各種圖書館發展的依據，本篇論文旨在瞭解我國圖書館法第一次九條修正條款之結構及功能等諸多面向問題，並針對我國新修正後圖書館法規定評價其優劣功能，進而提出適切之建議，使之運作更為融通無礙。
英文摘要
Library act is the principal basis of development of all types of libraries. The main purpose of this article is to understand the structures and functions of the first amendment ninth clause of the Taiwan library act and then to evaluate the amendment of this clause. Finally, this paper will offer suggestions to help revised the new clause in library act.
