歐盟現今面臨能源短缺、市場競奪、氣候變遷與進口依賴等能源安全的挑戰，任何單一會員國將 無法獨立解決此等問題。雖然各會員國在能源供應方面利益不一，因此缺乏政治意願在涉外層面採取 一致立場，但歐盟建構「以一個聲音說話」的能源涉外政策有其必要性。目前歐盟積極討論與第三國 建立或深化戰略夥伴關係，能源因素的考量即扮演非常重要角色。本文論述歐盟能源安全問題，分析 其戰略夥伴關係的內涵，探討歐盟如何在能源議題統整、補充、加強其外交作爲，運用戰略夥伴關係 的雙邊合作以確保能源安全。

The EU now faces many challenges of energy security, such as energy shortages, international market competition, climate change and dependence on import of energy. Any single member state will not be able to solve these problems independently. Although the member states have different interests in energy supply, leading to lacking political will to take the same position, it is necessary that the EU “speaks with one voice” in foreign energy policy. At present while the EU establishes or deepens the strategic partnership with the third countries, energy security plays a very important role. This paper discusses the EU9s energy security, analyzes the contents of the strategic partnership, and explores how the EU uses the bilateral cooperation with his strategic partners to ensure the energy security.
