「關機運動」始於美國，廣及他邦，台灣曾在 2004 到2006 年，由苗栗社區大學推動。本文採取行動研究而予檢視，重點是 在地經驗，從三屆關機運動的推動單位、宣傳方式與關機週系列 活動的紀錄與分析，歸納並反省苗栗社大推動關機運動的模式與 成果。最後，作者援引相關理論，參酌苗栗經驗，指認活動內容 與執行團隊可以改進之處，希望藉此為台灣推動關機或無（電視、 電腦、手機等）螢幕週等相關活動時，提供更多的參考素材。

In recent years, the screens of TVs, computers, and mobiles have occupied our lives and generated many new social topics, including interpersonal relationships, health, diseases, etc. By means of summarizing the action records and fruits of the TV-turnoff movement promoted by Miao-li Community College from 2004 to 2006, this study analyzes the promotion units of the TV-turnoff movement, propaganda means, and series of activities of TV-turnoff weeks in previous years, and summarizes the pattern employed by Miao-li Community College to promote the TV-turnoff movement. Moreover, this study mentions some dilemmas faced during the organization of the movement, and proposes the points that must be improved in the movement, as well as for the execution teams based on relevant theories, in a bid to provide reference for relevant activities, such as Screen-Free Week in Taiwan in the future.
