本研究以文獻探討方法,從兩岸教育與高等教育品質確保的意涵與轉化觀點,以及高等教育品質確保政策與實踐切入,研究結論指出:一、高等教育品質具有多面向與循環回饋、動態發展與精進的性質;二、確保高等教育品質已提升為國家層級的政策;三、培育特色及國際移動力人才為各國精進高等教育品質的共同取向;四、政府、大學與社會構建為相互關聯與平衡的品質確保架構。五、以教與學之品質確保培育人才,為高等教育品質確保的核心。
This study explores the higher education quality assuranc and policy practices on crossstrait and international perspectives by literature review method. The conclusions of this study as follows: 1. The character of higher education quality retain multiplicity, recycle feedback, movement development and advance. 2. To ensure higher education quality becomes the government’s policy. 3. To educate the human sources of character and international mobility which is the base plan of improving higher education quality round the world. 4. To build the relationship and balance structure for quality assurance in the government, university and society. 5. To make the core of higher education quality assurance is the quality assurance of learning and teaching in educating human sources.
