本文首先簡要析述教育品質確保問題的覺察與省思。其次,論述教育品質確保的三大對策,包括:一、強化教育品質確保的覺知意識與願景目標;落實全品質管理、長期深耕品保文化,發展高效增能方案,並建立優質標竿。二、加速研訂品質確保相關法令、制度與配套;從師資培育及專業發展品質確保做起救起,發展品質確保機制與工具,落實評鑑與研究。三、落實品質確保行政三聯制及資源整合,強化精進教學等關鍵必要項目,善用補救教學科學化評量系統,發展永續經營的優質特色品牌。最後,針對問題析述及對策論述,提出簡要結語。

英文摘要

This paper begins with a brief analysis about the issue of the quality assurance and a discussion of the awareness and refl ection on it. Then three strategies are proposed to assure the educational quality. First of all, administrations should enhance the awareness and future vision of the educational quality, implement the quality management, and make a longterm effort to develop the culture of the quality assurance. Secondly, administrations should accelerate to establish the law, system and measures of the quality assurance, implementing the evaluation and research on teacher education and professional development, as well as building up quality assurance mechanisms and tools. Thirdly, administrative triple quality assurance system and resource integration should put into effect to improve educational quality, make good use of remedial teaching measuring system, and develop the sustainable and characteristic brand. The last part of this paper states the conclusion basing on the previous discussion.
