本研究採用專家問卷調查法,以航空公司中、高階主管和從業人員 為調查對象,結合運用模糊平均數、灰關聯度值及集群分析,將45項考 量因素依重要性衡量值進行排序及集群分析,分成基本因素、重要因素 及關鍵因素等三個集群,從中篩選出28項重要考量因素,進一步萃取出 品質、交期、授權認證、執照等10項評選因素。同時,選擇停機線全代 理、停機線一般代理及機體修護等三種國内航空公司常用之飛機維修委 外策略,分析其對28項評選重要考量因素之差異性影響及實務意涵。研 究結果發現,生產設備、庫存量、應變能力等九項評選因素,在不同之 委外策略下,其重要性是有所差異的。研究結果可提供航空公司進行評 選飛機維修廠商及績效考核,同時亦可作為採行不同維修委外策略評選 考量因素之參考。

英文摘要

The study investigated the domestic aviation industry, selecting medium or top managers and professionals as samples, and adopted the approaches of fuzzy numbers, grey relation, and clustering techniques for analysis. For selecting qualified outsourcing contractors, forty-five criteria are chosen as the concerned factors ranking in the order of their ratings. Subsequently, a two-step cluster analysis was performed based on the ratings to identify the inherent groups. A two-step cluster analysis was performed using the twenty-eight criteria which were categorized into three groups named as based factors, significant factors, and critical factors. The critical factors including ten criteria are quality, delivering date, authorization and certification, license, and so on. The study further analyzed how the twenty-eight criteria were affected by three types of outsourcing strategies, aircraft line maintenance full handling, aircraft line maintenance general ground servicing, and aircraft heavy maintenance. The results indicated that there were nine criteria with discrepancy of significance when applied to different outsourcing models. The findings can offer the airlines to select contractors and outsourcing strategies, as well as evaluate their performance.
