基隆河員山子分洪工程(2005)解決了瑞芳的水患問題,繁榮瑞芳地區的經濟;但亦危害分洪道旁瑞柑新村居民生命財產安危,破壞當地海洋生態與漁業生計。河川治理解決了水患的問題,但破壞當地生態,激起有關政府機關、社團、受害民眾積極參與地方永續發展(sustainable development)。永續發展依聯合國的定義,係指:『做到滿足當代需求,同時不損及後代滿足其需求之發展』。其內涵係以保護生態環境和天然資源的「永續環境」為基礎,經由有效的「永續經濟」為手段,塑造生命品質不斷提升的「永續社會」為目的。
本研究透過文獻分析、參與觀察法以及深度訪談等方法,從永續發展之經濟、社會、環境之面向,來探討相關政府機關、團體、地區民眾參與地方永續發展;並依Rogers等人的理論架構:推動者、推動的動機(利益)、資訊分享、參與討論、共同決策等因素分析之。
本研究發現,有關政府機關、社團(如水利署第十河川局、瑞芳鎮公所、瑞芳區漁會)等單位有虧於員山子分洪道施工期間對於當地的破壞,基於職責所在,積極參與瑞芳地區的永續發展,以免愧對地方居民;至於瑞芳地區民眾受到分洪工程嚴重危害之後,才覺醒要關心自己家園的永續發展,此刻骨銘心的感受成為積極參與地方永續發展的動力,並積極分享相關資料,參與各種會議之討論與決策,以維護家園。

英文摘要

YuanShanTze Flood Diversion Project (YFDF) in Keelung River (2005) solves the flooding problems in Rueifang Town and Sihjiao Tin, but boosts the economy of Rueifang district. However, it also endangers the lives and property of the residents in Rueigan New Village near the sluiceway, and impacts the ocean and fishery. River governance solves flooding problems but harms the local environment; therefore, many government organizations, societies and victims actively participate in local sustainable development. People realize the dangerous situation happen, they are stimulated to actively participate in sustainable development.
Based on literature review, participatory observation, and in-depth interviews, this research discusses the participation of relevant government organizations, societies and local residents in local sustainable development from economic, social and environmental aspects. Further analyses are also conducted based on the theories of Rogers et al.: promoters, promoters’ motivation (profits), information sharing, consultation and collaborative decision-making to promote environmental, economic, and social sustainability.
This research found that, the construction of YFDF had damaged the local environment. Therefore, on the one hand, relevant government organizations and societies (e.g. the 10th River Management Office, Rueifang Township Hall and Rueifang Fishermen's Association) had taken their responsibility of actively participating in the sustainable development of Rueifang to make contribution to the local community. On the other hand, the residents in Rueifang area realized the importance of local sustainable development when they become the victims of YFDF. They actively share relevant information, consultation and collaborative decision-making in various meetings to protect their homes.
