中文摘要

本文以歐盟Erasmus+計畫為分析標的,探討其提升青年全球移動力的政策設計,進而提出對我國之建議。研究結論包括:一、全球移動力的主要內涵為溝通力、適應力、專業力與實踐力,而立基母國認同的全球意識和觀點,亦為可思考之面向;二、Erasmus+計畫之特色,係整合相關計畫,並以促進個體學習移動為關鍵主軸,據以規劃不同學習階段之活動,且結合另兩個關鍵行動,將關懷涵蓋個人、組織、跨組織,到跨國等層次;三、Erasmus+相關計畫為青年所提供的跨國學習經驗,對參與者的國際溝通能力、跨文化素養、自我效能、國際視野、職涯展望與職場能力等,均具正向影響;四、Erasmus+計畫之參與者與未參與者之間存在諸多背景差異,背後是否隱含全球移動正義的問題,值得進一步檢視。

英文摘要

The paper analyzed the policy design of Erasmus+ Programme implemented by European Union and examined its characteristics, impacts and problems concerning youth global mobility. Four major findings are: 1. Global mobility contains the competence of international communication, adaptation, profession and implementation. Global consciousness and worldview based on local identity are also a dimension to consider. 2. Erasmus+ Programme integrates relating programmes and takes individual mobility as a key action. Together with two other key actions, the programme involves individual, organizational, cross organizational, and international levels which produce synergy for promoting youth global mobility. 3. The participants of Erasmus programmes report positive impacts on their international communication competence, cross cultural literacy, self-efficacy, worldview, career prospects, and employability. 4. The distribution of the background of Erasmus participants is not equal in many aspects, which signals the issue of global mobility justice.
