在全球化趨勢的影響下,全球經貿往來密切,國際間跨文化的交流也日益頻繁,面對此情境,「全球移動力」已是當前人才培育的重要課題。教育部自2015年推動「提升青年學生全球移動力計畫」,期望國小至研究所階段的青年能具備溝通、適應、專業以及實踐能力,未來能成為跨國際或全球移動的人才。值此之際,優質且具備全球觀點的師資將影響青年全球移動力培育政策的成敗,因此,師資培育機構應扮演何種角色?並規劃哪些具體的作為?將是未來推動政策時亟需思考的重要議題。據此,本文採文獻分析的方式,先探討全球教育與國際交流的發展,再闡述全球移動力的重要需求與培育政策,最後思考師資培育機構應扮演的角色,並提出一些參考建議。

英文摘要

It will be an important issue to help young people enhance global mobility in the age of globalization and in an era of diversified and qualified personnel. Since 2015, Ministry of Education would promote the ‘Plan for Young Students to Increase Global Mobility’. It had aimed to help young students possess the ability to communicate, adapt, specialize and practice. What kind of roles should the teacher education institutions act? How to plan a successful project? The director of teacher education institution must to think about these issues. This article fi rstly described the developments of global education and international exchange. Secondly, the issues about the needs and policy of global mobility were discussed. Finally, some suggestions giving insight into to teacher education institutions were described.
