在實際營運中,常因班機到離延誤、飛機臨時與非預期性故障以及飛機調度等因素,使得停機線中修護人力需求產生隨機性的變動。在此隨機性擾動影響下,容易使人力編排無法配合航機實際的修護需求,導致人力的供給難以反應與運用於實際作業中。因此,本研究考量停機線修護人力隨機需求之情形,發展一停機線修護人力供給規劃模式。本研究利用兩階段隨機規劃技巧構建此模式,在模式中除考量人力需求之隨機特性外,亦同時考慮各隨機需求狀況下的臨時人力,並加入三項彈性排班策略,以有效地規劃符合實際隨機需求變動之人力供給。最後,我們以國內一航空公司資料為例進行測試,結果顯示本研究模式與相關測試結果可供實務運用時參考。
In actual operations, stochastic personnel demands of aircraft line maintenance are usually resulted from flight delays, temporary and unexpected malfunctions as well as aircraft reassignments. A manpower supply plan cannot meet the actual maintenance demand and is difficult to be applied under such stochastic disturbances. Therefore, in this research, we consider stochastic personnel demands to develop a manpower supply planning model for the aircraft line maintenance. We use the two-stage stochastic programming technique to develop the model. We not only consider the stochastic personnel demands, but also consider the temporary manpower in each stochastic scenario in the model. Three flexible strategies are also involved in the model. Finally, we perform a numerical test in reference to the operating data from a major airline in Taiwan. The results show that the model and related test results could be useful for references for the airline in practices.
