臺灣於2014年實施十二年國民基本教育政策,其中十二年國民基本教育課程政策為貫穿十二年國民基本教育之重要精神。教育部規劃107學年度開始分各教育階段逐步實施十二年國民基本教育課程總綱綱要,而2014年發布課程綱要為揭櫫十二年國民基本教育課程一貫之序幕。惟學校課程之落實有賴校長領導作為,校長如何透過課程領導因應課程政策,為有效發展學校課程及教學之重要課題,其目的在於協助教師教學及提升學生學習。本文茲進行校長課程領導及十二年國民基本教育課程總綱綱要內涵與實施之探討,提出校長實施十二年國民基本教育課程總綱綱要之可能困境,並提出因應策略,以作為校長及研訂相關政策之建議與參考。

英文摘要

The 12-year basic education policy was implemented from 2014 in Taiwan, and one of the most important issue is its curriculum policies. Ministry of Education plans to implement general curriculum guidelines of 12-year basic education in various stages of education in 107 school year. Therefore, the implementation of curriculum policy depended on principal’s leadership. In other words, it’s important that principals articulate how to develop effective school curriculum and instruction through curriculum leadership in response to curriculum policies, and help instruction and student learning. The main purpose of this study is to explore concepts and contents related to curriculum leadership and curriculum guideline of 12-year basic education. First, we explain the concepts and contents of principal’s curriculum leadership. Second, we analyze the background of development and contents of curriculum guideline of 12- year basic education. Third, we present some difficulties and strategies. Finally, some suggestions are provided for school leaders and policy making.
