台灣四百年來，原本就是一個移民的社會。隨著全球化的大風潮，台灣 也捲入人口大遷移潮流中。目前移居台灣的外籍配偶（不含大陸與港澳地區） 人數已達13.4 萬人。台灣族群原本多元，尤其移入的外籍配偶日漸增加後， 自然會引發台灣族群面貌的轉變。但令人困惑的是，面對新移民的現象，我 國法律、官方、媒體及一般民眾，往往將外籍配偶污名化，對她們採取歧視 或不公平的待遇。雖然政府一再強調以「人權立國」，但所反映出來的人權政 策卻尚有值得改善的餘地。
本文一方面要提醒國人必須正視新移民的現象，並指出族群歧視實是違反人權立國的精神與政策；另一方面擬從憲法、法律及教育等層面，提出如何建構平等族群社會的建議。

According to classification of ethnic group, Taiwan has four ethnic groups. Due to gradual increase of immigration of foreign spouse, the appearance of Taiwan’s ethnic group will change. But so puzzling is that the people are not willing to face the fact.
In fact, our official, mass media and the public always treat foreign spouse unfairly.
This article will point out that ethnic discrimination is contrary to the spirit and policy of human rights. On the other hand, this article will suggest that how to institute fair ethnic society through two means by law and education.
