不同國家應對氣候變遷的立場和態度,不僅受到科技、經濟、國内和 國際政治等外部條件所限制,同時也受到社會内部的文化價值所影響,因 此氣候變遷研究必須納入文化觀點的分析。本文研究發現,文化決定個人 和群體對氣候變遷的認知,以及解決全球氣候問題的行動。再者,一旦氣 候變遷對環境的衝擊過大,就會使得文化進行調整,以因應環境的劇烈改 變。其次,文化因素影響各國氣候政策的形成,並決定國際氣候談判的策 略和結果。

英文摘要

Different countries5 positions and attitudes addressing climate change are influenced by technological, economic, domestic as well as international politics, and cultural value of a society. Thus, climate change studies must involve cultural perspective analyses. This paper concludes that cognitions of and actions toward climate change of individuals and groups are determined by culture. Besides, culture will adjust itself in order to cope with radical environmental change if climate change impacts are too great. Furthermore, cultural factors have certain effects on the formation of national climate policy. And, it also decides each country’s negotiation strategies and the outcome of international climate negotiations.
