《文化資產保存法》於2005年2月修正公佈,在古物及其分級的論述上,有了明確依據,其中,第六章「古物」章,敍明以博物館藏品為主之古物分級、指定至公告等相關法規,同年11月國立文化資產保存研究中心籌備處(今文化部文化資產局)隨後主辦「古物普查-分級國際研討會」,邀集國內外學界專家與公私立博物館從業人員,共同研議古物分級之標準與相關議題,揭開臺灣博物館藏品分級的濫觴,至2012年10月,總計有國寶182組468件、重要古物319組440件,分屬8家國立博物館之藏品,依法完成古物分級之行政程序。筆者自2006年7月參與國立故宮博物院藏品之古物分級與擔任執行窗口,並曾就教林保堯教授,承蒙提供〈中日文化資產法令比較與案例省思─以民族藝術、民俗及有關文物為例〉(林保堯,2005)等多篇專著,多有啟發,謹此以國立博物館推動藏品分級之執行現況與案例,提出省思。

英文摘要

The Cultural Heritage Preservation Act was amended and promulgated in February 2005; it gave a clear basis for the discourse of antiquities and their grading. In chapter 6 of “Antiquities,” the rules for the categorization, registration, designation standards, review procedures, conditions and procedures were mentioned. In November of the same year, the Preparatory Office of the National Cultural Heritage Preservation Research Center (now the Bureau of Cultural Heritage, the Ministry of Culture) held the International Conference for Investigation and Classification of Antiquities, and invited academic experts from home and abroad, as well as public and private museum practitioners, to come together to discuss designation standards for antiquity grading and related issues. This conference marked the beginning of antiquity grading in Taiwan museums. Until October 2012, there were 182 sets, 468 pieces of “National Treasures” and 319 sets, 440 pieces of “Significant Antiquities” - belonging to eight national museums - that had completed registration procedures by law. The author has been involved in antiquity grading at the National Palace Museum since July 2006. He served as the contact person for this project and spoke with Professor Pao-Yao Lin. Professor Lin provided his related articles, “Comparisons between the Chinese and the Japanese Cultural Asset Laws & Reflections on Cases - Using Race Arts, Customs and their Related Objects as Study Cases” (Lin, 2005) that inspired the author to write about some of the implementation and reflections of case studies demonstrating national museum antiquity grading in this article.
