本文的目的在從政策執行的觀點,探討影響英國「國際學校獎」實施的因素,以做為我國推動國際教育相關獎勵與認證之參考。本文採用文件分析法與半結構式訪談法以達成前述研究目的,訪談對象為英國文化協會與獲獎學校之相關業務負責人共五位。本研究的主要發現包括:英國「國際學校獎」的實施採治理互賴模式,由公私協力推動。就政策問題特性而言,此認證機制的標的團體為學校教師,其龐大數量與行為多樣性使執行難度提高。就政策本身的條件而言,此認證機制本身並非強制性措施,有賴宣傳推廣以贏得學校教師認同與參與。就政策本身以外的條件而論,身為執行機構的英國文化協會必須與公、私部門保持良性溝通與整合,並運用管理技術,以確保認證計畫有效執行。

英文摘要

The purpose of this article is to investigate the factors affecting the implementation of British International School Award from the perspective of policy implementation. It is hoped that the identified factors will be taken into account in Taiwan’s implementation of international-education-related awards and accreditation. The article adopted documentary analysis and semi-structured interview as research methods to achieve the research purpose. The researcher conducted interviews with five interviewees in charge of related work from British Council and award-winning schools. The main findings of the research are as follows. British International School Award is implemented by adopting the model of mutual-dependence of governance with public-private partnership. As far as the nature of policy problem is concerned, the target group of the accreditation system is school teaching staff whose huge amount and behavioural diversity increase the difficulty of implementation. In terms of the conditions of policy per se, the accreditation is not a compulsory measure. It needs advertising campaigns for securing school teachers’ recognition and participation. With respect to the conditions beyond policy per se, the British Council as an implementing institution has to keep positive communication and integration with public and private sectors, and employ management techniques in order to ensure the effective implementation of the accreditation project.
