本文旨在探討紐西蘭中小學校長之專業標準及其應用,首先概述學校行政體系概述以利理解紐西蘭中小學校長所處之脈絡,繼之探討中小學校長之專業標準及其配套之校長專業評估,最後則奠基於紐西蘭經驗所引發之反思,期為臺灣帶來啟發。紐西蘭中小學校長被視為教學領導與課程領導,其除須符合校長專業標準之要求外,亦須符合註冊教師之規準。而無論何種規準,均以學生學習成就提升為校長專業之核心目標,其專業標準涵蓋文化、教學、系統、夥伴關係與網絡四大領域,以及各自對應的專業標準。透過對紐西蘭經驗之探討,本文獲得之啟發包括重新定位校長角色為教學與課程領導、扣合校長定位而參考紐西蘭校長專業標準,以及以學生與學習為中心、以證據為本位及改善為焦點、以批判探究與問題解決為根基的專業標準等。

英文摘要

This article aims to explore professional standards for principals in New Zealand. It contains sections of overview of school administration structure, professional standards for primary and secondary principals, and some implications from New Zealand experiences for Taiwan’s reference. Principals are regarded as teaching and curriculum leaders so that they have to respond to principal professional standards as well as practicing teacher criteria. The standards include areas of culture, pedagogy, systems, partnerships and networks. The implications got from New Zealand experiences are reposition of principals as teaching and curriculum leaders, making reference to Professional Standards for Principals in New Zealand, taking into account of learn-centered, evidence-based, improvement-focused leadership, and applying critical inquiry and problem solving as standards.
